A small island off Cavara's western coast, Miraveil belongs to no region and answers to none. Its harbor town of Ashport has grown around a single geographic accident — a deep, sheltered bay that ships have been stopping at for centuries. What began as a waypoint became, over time, the continent's most consequential neutral ground.
The Conclave House on the Strand is the only meeting chamber on the continent where no regional flag is permitted. No record of proceedings is kept. What is said there travels only in the memories of those present. It is said the terms of the Western Alliance's integration into the CCA were agreed here three months before any public announcement. It is said a great deal happened here that never made the official record.
Nobody agreed. Everyone signed.
The founding of the Cavaric Continental Assembly some three centuries ago formalised what the animals had always known — that every corner of Cavara produces something the others cannot replicate. Prestige is currency. Lineage is law. The circuit is the closest thing the continent has to a shared religion.
The CCA's authority is real but narrow. It sanctions championships, maintains the continental points system, and ratifies the rules that make competition possible across borders. Everything else is left to the regional councils — deliberately, and after considerable argument.
